PROBLEM TO BE SOLVED: To provide a method for producing micron-size inorganic semiconductor primary particles having a narrow size distribution in a liquid phase, especially, a method for producing a fluorescent substance using zinc sulfide as a base material; and to provide an EL fluorescent element which is obtained by using the same and has sufficient brightness as light-emitting element. SOLUTION: The method for producing the inorganic semiconductor primary particles is characterized in that at least one kind of water-soluble vinylpolymer is incorporated into a dispersion medium when the inorganic semiconductor primary particles are formed in such a reaction system that the pressure is 0.2-20 MPa, the temperature is 120-370°C, and a solvent mainly comprising water is used.
