PROBLEM TO BE SOLVED: To provide a roll control device capable of restricting tension fluctuation of a sheet material to be carried. SOLUTION: A carrying roll 8 carries the sheet material 1 wound around a feeding roll 2 to a following process. A motor 20 is connected to the carrying roll 8. A velocity control unit 26 performs inertia acceleration torque compensation and load feed-forward compensation on the basis of an input line velocity command value V* to convert an angular velocity detection valueω<SB>1</SB>to a velocity feed-back signal, and subtracts the angular velocity detection valueω<SB>1</SB>from an angular velocity cooperation command valueω<SB>m1</SB>* to control velocity of the motor 20 so that a velocity deviation value s1 becomes zero. A motor 21 is connected to a feeding roll 2, and a velocity/tension control unit 27-1 performs inertia acceleration torque compensation, mechanical loss torque compensation and viscosity torque compensation on the basis of the input line velocity command value V* and a tension command value T* to convert an angular velocity detection valueω<SB>2</SB>to a velocity feed-back signal, and subtracts the angular velocity detection valueω<SB>2</SB>from an angular velocity cooperation command valueω<SB>m2</SB>*, and controls velocity of the motor 21 so that a velocity deviation value s8 becomes zero.
