PROBLEM TO BE SOLVED: To reduce the number of components by simplifying a slipping clutch mechanism of a winding device to wind a paper sheet, to miniaturize a motor by reducing the required torque of a motor, and to reduce the size and the cost of the winding device. SOLUTION: A winding device has a winding shaft 21 to wind a paper sheet 4b for shops, and a winding motor 11 to transmit the rotation to the winding shaft 21. The winding shaft 21 has a paper sheet regulation unit 22 to regulate a side of the paper sheet 4b for shops at least on one side of the axial direction. The winding motor 11 has a winding roller 23. The winding roller 23 is abutted on an outer circumferential surface 22a of the paper sheet regulation unit 22 to transmit the driving force of the winding motor 11 to the winding shaft 21 and to wind the paper sheet 4b for shops.
