PROBLEM TO BE SOLVED: To transmit information to a transmitting party at appropriate timing, while maintaining security. SOLUTION: A position management server 2 comprises a personal position table 7, in which the fixed position of a user is preset; a user ID receiver section 3 for receiving the current positional information of the user from each RFID reader 16 for detecting the existence of the user by a portable information storage medium; a retrieval section 4 that extracts the fixed positional information corresponding to the user of a transmission destination designated by a retrieval request from the personal position table 7, and retrieves current positional information agreeing with the extracted fixed position information from the current positional information received from the RFID reader 16, when receiving a retrieval request for specifying the transmission destination user of transmission information from a message information transmitting device 9 connected to a network 15; and a communication section for transmitting a response, where the transmission information should be transmitted to the user of the transmission destination to the message information transmitting device 9, when the current positional information is retrieved as agreeing with the extracted fixed positional information of the user of the transmission destination.
