The device has guiding units (120-1-120-4) placed inside a flow channel (110) to guide fluid flow. Adjusting pinions (132, 134-1-134-4, 136-1a, 136-1b) act on the guiding units to modify an angle of rotation of the fluid flow. The pinions and the guiding units are made in a manner that they carry out local modification of a surface of passage section crossed by the fluid in the channel, by cooperating in an appropriate manner.
