PROBLEM TO BE SOLVED: To provide a heat exchanger with a shortened rising time until reaching a steady state, an image former, and a fixing device with limited energy consumption by being equipped with the heat exchanger. SOLUTION: In this heat exchanger provided with a heat exchanger unit 10 which comprises a first aluminum block 11 contacting a part 1a on the high temperature side of a moving object 1 moving in the direction of the arrow A, a second aluminum block contacting a part 1b on the low temperature side, and a heat pipe 13 to move heat to the second aluminum block 12 from the first aluminum block 11 to perform a heat exchange between the part 1a on the high temperature side and the part 1b on the low temperature side of the moving object 1, silicone rubber heaters 16a, 16b, 16c and 16d are arranged to heat the heat exchanger unit 10.
