The building element for a base structure capable of producing an ice layer on its surface comprises an icing plate (2) with flow channels serving as cooling or evaporation surfaces, an insulator core (7), and plate edge profiles (4) with gap seals. An independent claim is also included for a method for producing the proposed building element.
