Cosmetic composition comprises at least an anionic-, amphoteric- and/or non-ionic tensio actives, and an ethylenic copolymer comprising (wt.%): monomer (I) (10-60); cationic monomers (IIa-IId)(40-90); and non ionic hydrophlic monomer in a medium (0-50).
