The device has a lower compression roller (10) connected to a horizontal compression arm (12) connected to a chassis (3) by a connection unit. The unit has hydraulic jacks (13, 14) arranged between ends of the arm and chassis. One jack is connected to an automatic hydraulic pressure control system based on an operating logic ``proportional-integral-derivative``, to constantly maintain the arm height at a set value. The lower compression roller transmits a compression force to a lower compression punch (8) when the punch is in contact with the roller.
