The device has an actuator (1) receiving a fastener (2) that confines an end of a cable (5) wound around a hub (7) of a bar (6) in flexible material. The actuator`s rod pulls the cable, and exerts a torque on the hub by a lever arm formed by a shaft of the hub around a rotational axis to lift the bar to a vertical position. Another rod (11) is moved by exerting thrust to engage and disengage the rod (11) in and from a bearing.
