PROBLEM TO BE SOLVED: To solve a problem of a hidden terminal by intentionally restricting and permitting route construction regarding radio communication equipment by a multi-pop system. SOLUTION: A carrier detection circuit validates a transmission permission signal when received signal intensity does not exceed any threshold, invalidates all the signals when the received signal intensity exceeds only a transmission adjournment carrier sense threshold 1c, validates a reception permission signal when the received signal intensity exceeds the transmission adjournment carrier sense threshold 1c and a reception carrier sense threshold 1r and validates a relay permission signal when the received signal intensity exceeds all the thresholds.
