PROBLEM TO BE SOLVED: To provide a rolling bearing for a swing arm and a rolling bearing device unlikely to be influenced by adhesive etc. when its outer ring is secured to a housing or the swing arm using adhesive and capable of reducing the changing amount of the bearing torque due to low speed rotation. SOLUTION: The rolling bearing is equipped with an inner ring 17 having a raceway surface at the periphery, the outer ring 18 having a raceway surface at the inside surface, a plurality of balls 19 arranged between the two raceway surfaces, and a retainer 20 to retain the balls 19 at a constant spacing in the circumferential direction, wherein the deformation amount of the outer ring 18 in the radial direction when the specified load is applied from the radial direction remains no more than 10μm/kgf.
