<P>PROBLEM TO BE SOLVED: To solve such a problem that a charge discount system for a disabled person etc. cannot be used with ease in a charge acceptance system such as an ETC or unattended parking due to a complicated use procedure and processing and the structure of its system from viewpoints of prevention etc. of spoofing of a disabled person etc. <P>SOLUTION: An IC card 9 where discount information, frequency of use etc. of a disabled person etc. are stored in internal memory and a card reader/writer 2 which reads or writes information on the IC card 9 are combined to conventional automatic charge acceptance systems. The use of an IC card as a certificate will prevent fraudulent activities such as spoofing, as the forgery of the IC card is comparatively hard.
