PROBLEM TO BE SOLVED: To solve the problem that error diffusion causes texture. SOLUTION: A threshold operating part 108 stores a threshold matrix and defines a threshold corresponding to the position (x, y) of a pixel under consideration as a first threshold I (x, y) to output the threshold to a threshold setting part 109. The threshold setting part 109 binarizes the first threshold I (x, y) with input data In (x, y) as a threshold, determines a second threshold T (x, y) and outputs the second threshold T (x, y) to a comparison determining part 103. The comparison determining part 103 determines a density value Out (0 or 255) on the basis of correction data C obtained by adding an error E to the input data and the second threshold T.
