PROBLEM TO BE SOLVED: To reduce measurement time after simultaneous recording by reflecting the measurement results of one program to those of the other programs at the time of executing the measurement of the programs subjected to the simultaneous recording in a program transmission system. SOLUTION: A plurality of broadcasting materials are recorded and broadcasted in the program transmission system. When executing the measurement of each recorded program, it is confirmed whether a program subjected to the simultaneous recording with a different video format exists or not. The measurement of each program is executed after selecting whether to execute it with the individual measurement or the simultaneous measurement corresponding to the confirmation result. A flag is set to the program subjected to the simultaneous recording so as to be identifiable as the simultaneous recording data. The measurement is started after confirming whether the simultaneous recording data exist or not by the simultaneous recording flag when executing the measurement. Transmission event data of both of the programs are confirmed at the time of starting the measurement. When the number of events or the like differs in the programs, the programs are excluded from simultaneous measurement targets.
