PROBLEM TO BE SOLVED: To detect a position of a depot of a vehicle by using time series locus information of the vehicle. SOLUTION: A link representing a section of a road divided by an intersection or the like is subdivided into blocks, and locus information of a vehicle is collected. If a speed of a vehicle is zero in a position of the vehicle at a certain time instant (S6), a unit time is added to a stoppage time of a block to which the position of the vehicle belongs (S9), the process is repeated in regard to other time instants, and when it is finished in regard to all time instants (S5), if the accumulated stoppage time of the block is larger than a threshold (S12), existence of a depot is detected in the block (S13).
