PROBLEM TO BE SOLVED: To provide an image blurring correction device capable of properly altering the characteristics of image blurring correction depending on whether a photographic composition altering operation is being performed or not, by obtaining an angular velocity signal before input to a high-pass filter (HPF), then correcting the angular velocity signal so that the DC offset value of the angular velocity signal has a constant value, and detecting the photographic composition altering operation on the basis of thus corrected angular velocity signal, thereby precisely judging the photographic composition altering operation, such as panning or tilting, regardless of changes caused by variation, drift, etc., due to the individual differences between the DC offset voltages of the angular velocity sensor. SOLUTION: The angular velocity signal for detecting the photographic composition altering operation branches from the angular velocity signal before input to an HPF 12F from the angular velocity sensor 10, and is input to the input terminal IN1 of an amplifier 28. Using a D/A control value input to an input terminal IN2, the DC offset value of the angular velocity signal input in the input terminal IN1 of the amplifier 28 is corrected so as to become constant.
