PROBLEM TO BE SOLVED: To provide a water soluble cleaning sheet which is provided with liquid holding property and cushion property to keep sufficient moistness strength without disturbing a cleaning work in the case of a moistness state in the cleaning work and, at the same time, to perfectly clean stain; and property to be drastically rapidly soluble (dissolution by water) with the use of water when brought into contact with a large amount of water after the cleaning work is terminated. SOLUTION: The water soluble cleaning sheet has a structure obtained by laminating a hydrolytic cleaning layer which is made of a sheet excellent in moistness tension strength in the case of the cleaning work and a water soluble support body layer which is made of a non-woven fabric excellent in the liquid holding property and the cushion property. The water soluble cleaning sheet indicates a water solution within the range of 30-1(shaking times) through the use of a method for measuring the water solution of the water soluble cleaning sheet. The method is performed by preparing a cylindrical container having 5.5 length-to-diameter ratio, putting water whose amount is half of the capacity of the container into the container, putting the cleaning sheet with mass which is 1/250 of mass of water into the water, rotating the container by 180°, shaking the container so as to dissolve the sheet, and defining the shaking times till the largeness of the piece of the water soluble cleaning sheet becomes not more than 20 mm as the index of the water solution property.
