PROBLEM TO BE SOLVED: To easily find an unauthorized access without lowering convenience of an authorized user. SOLUTION: This user authentication system comprises a network interface 11 for accepting an authentication request including a password inputted by a user, and a login request determining section 14 that applies one or more of a plurality of rules including a rule about the password, determines right or wrong of authentication of the user according to the application result of the rule, and, when the result of the user authentication is negative, performs a first action according to the application result of the rule and urges the user to re-input the password.
