<P>PROBLEM TO BE SOLVED: To provide a highly reliable post-pay card system. <P>SOLUTION: In a terminal station, a usage information sending step is carried out including a process of sending usage information written in an IC card as card record information including at least prior usage information and card identification information to a center station every time the IC card of a user is used.
