PROBLEM TO BE SOLVED: To manage processing time of a reproduction side when encoding multi-channel speech signals with variable compression ratios. SOLUTION: Prediction circuits 13D1, 13D2, 15D1 to 15D4 and buffers/selectors 14D1, 14D2, 16D1 to 16D4 predictively encode speech signals of six channels. A DTS producing unit 17 produces decoding time stamp information showing a timing for reading compressed data in an input buffer 22a on the decoding side according to a predictively encoded data amount of each channel, and a formatting circuit 19 formats a packet header containing the decoding time stamp information and a packet with a user data containing compressed data.
