<P>PROBLEM TO BE SOLVED: To provide a system capable of precisely narrowing down accident point. <P>SOLUTION: At first, a voltage impressing part 10 and a overhead ground-wire 12 are connected at a point X. Then, a voltage meter 112 and the overhead ground-wire 12 are connected at a point Y. When the voltage impressing part 10 receives an initiation signal from the transmission part 111, it impresses a direct voltage of value Vk.
