PROBLEM TO BE SOLVED: To provide an additive for fuel oil which can obtain excellent clogging point lowering function, in particular, even if a surfactant-type fluidity improver is added to fuel oil at a low temperature, when the surfactant-type fluidity improver is added to fuel oil having a low sulfur content, and a composition for fuel oil containing thereof. SOLUTION: The additive for fuel oil comprises (a) the surfactant-type fluidity improver and (b) a phenolic compound containing 1-3 hydrocarbon group of 5-10C having the branched chain in its molecule.
