There is provided a function management device (2) capable of eliminating a trouble which may be caused in a user terminal (3) before a new function is mounted on the user terminal (3). The function management device (2) communicates with the user terminal (3). More specifically, the function management device (2) includes reception means (22), prediction means (23), and communication means (24). The reception means (22) receives a new function ID identifying a new function to be mounted on the user terminal (3) and a mounted function ID identifying at least one function mounted on the user terminal (3) from the user terminal (3). According to the new function ID and the mounted function ID received by the reception means (22), the prediction means (23) identifies the new function and at least one mounted function and predicts a result caused when the new function is mounted on the user terminal (3). The communication means (24) reports the prediction result of the prediction means (23) to the user terminal (3).
