PROBLEM TO BE SOLVED: To reduce time for reproducing information from a disk information region.

SOLUTION: An information recording medium comprises a plurality of recording layers; and a disk information region for accommodating a parameter related to the access to the plurality of recording layers and a format related to the plurality of recording layers. The disk information region is arranged on the first recording layer that is one of the plurality of recording layers. Further, a recording device for recording information in the information recording medium, having a disk information region for accommodating the parameter related to the access to the plurality of recording layers and the format related to the plurality of recording layers, and a reproducing device for reproducing information from the information recording medium are provided.
