<p><P>PROBLEM TO BE SOLVED: To provide a packet transfer method which can secure a mass band in a short time, does not require a convergence prediction band, and can perform the packet transfer of large throughput even in long distance transmission, and moreover, makes the cancellation operation of band reservation for an in-network node unnecessary. <P>SOLUTION: A band secured forward resource management packet is weighted using a weight indicating a difference between a virtual packet rate and a real packet rate, and sent out from a transmitter.
