PROBLEM TO BE SOLVED: To produce a hydrogenation catalyst capable of performing the ultra-depth desulfurization of a sulfur component in hydrocarbon oil by a simple means without requiring a severe operation condition, a manufacturing method therefor and to provide a method for performing the highly efficient hydrogenation of a hydrocarbon fraction using the catalyst. SOLUTION: The hydrogenation catalyst of hydrocarbon oil is obtained by adding 10-30 mass% of a group VI metal, 1-15 mass% of a group VIII metal, 1.5-6 mass% of phosphorus and 2-14 mass% of carbon to an inorganic oxide carrier in terms of an oxide on a catalyst basis, and characterized in that a specific surface area is 80-145 m<SP>2</SP>/g, a pore volume is 0.35-0.6 ml/g and a mean pore diameter is above 14-18 nm. This catalyst is manufactured by supporting a group VIII metal compound, a group VI metal compound and a solution containing an organic acid and phosphoric acid on the inorganic oxide carrier having specific physical properties and drying the supported inorganic oxide carrier at 200°C or below.
