PROBLEM TO BE SOLVED: To provide a polyvinyl chloride-based resin composition capable of forming a waterproof sheet excellent in heat resistance, discoloration and weatherability. SOLUTION: The polyvinyl chloride-based resin composition for waterproof sheets comprises 100 pts. mass of a polyvinyl chloride based resin, 30-100 pts. mass of a plasticizer, 5-100 pts. mass of a filler, and 0.001-10 pts. mass of a basic zinc phosphate or a basic zinc phosphite represented by general formula (I).
