PROBLEM TO BE SOLVED: To provide a technology of revising a transmission rate by taking into account the number of simultaneously connected wireless terminals U with respect to a line capacity M. SOLUTION: A mobile communication system disclosed herein is configured to comprise: wireless terminals 30; BTSes 20 connected to the wireless terminals 30; and an RNC 10 connected to the BTSes 20 via communication lines 40. The RNC 10 determines a maximum transmission rate P of each of simultaneously connected wireless terminals on the basis of the line capacity M of the communication lines 40 and the number U of the simultaneously connected wireless terminals among the wireless terminals 30 connected simultaneously to the BTSes 20. The RNC 10 includes a transmission rate setting section 11 for setting the maximum transmission rate P, and each BTS 20 includes: a line capacity identification section 24 for identifying the line capacity M; the number of simultaneously connected wireless terminals management section 25 for managing the number U of the simultaneously connected wireless terminals; a transmission rate determining section 26 for determining the maximum transmission rate P; a reception buffer 27 for storing data received via the communication lines 40; and a reception buffer control section 28 for obtaining a transmission rate from the RNC 10 on the basis of the data storage rate of the reception buffer 27.
