PROBLEM TO BE SOLVED: To prepare a polysulfone-based hollow fiber membrane, which has high safety, high performance stability, excellent module assemblability and excellent permeability of a low-molecular-weight substance, and which is suitable for a blood purifier with high permeability, for use in treatment of a chronic renal failure. SOLUTION: In this permselective hollow fiber membrane which is mainly composed of a polysulfone-based resin and a hydrophilic polymer, (1) the content of the hydrophilic polymer in an outermost layer of an inner surface is at least 1.1 times as large as that of the hydrophilic polymer in a layer, near the surface, of the inner surface; (2) the content of the hydrophilic polymer in an outermost layer of an outer surface is at least 1.1 times as large as that of the hydrophilic polymer in the outermost layer of the inner surface; (3) breaking strength is 50 g/filament or less and yield strength is 30 g/filament or less; and a crimp with a wavelength of 10 mm or more and an amplitude of 0.2 mm or more is imparted. In the blood purifier housing the hollow fiber membrane, the number of deformed hollow fiber membranes, which are included in the bonded end surface of the blood purifier, is 0.5% or less of the total number of the hollow fiber membranes.
