PROBLEM TO BE SOLVED: To prevent lowering of estimation accuracy generated from mustache of a noise caused by a resolution of a current-voltage sensor. SOLUTION: This charging rate estimation device of a secondary cell is constituted so that a value processed by a mustache erasing means is used only for a rough differential processing in a parameter estimation processing operation. An adverse influence caused by the 'mustache' can be reduced surely and the estimation accuracy can be improved without too much smoothing of a detection value used in the whole parameter estimation processing, by using the value processed by the mustache erasing means only for the rough differential processing wherein the bad influence caused by the 'mustache' becomes remarkable.
