SOLUTION: The fluorescent substance to be excited by the vacuum ultraviolet rays contains Eu as an activator, at least one kind of an alkaline earth metal element selected from the group consisting of Ba, Sr and Ca, at least one kind of an element selected from the group consisting of Ti, Zr and Hf, and at least one kind of an element selected from Si and Ge.
