PROBLEM TO BE SOLVED: To provide a primer which enhances the adhesiveness of a coating agent to various substrates and to provide a coating method. SOLUTION: The primer is one used when a coating agent is applied and has a hydroxycarboxylic acid as an effective component. The primer is applied to the surface of a substrate such as plastic, metal, mortar, concrete, paper, or wood to enhance the adhesiveness of a coating agent to the substrate. The coating method comprises applying the primer having the hydroxycarboxylic acid as the effective component to the surface of a substrate, applying a coating agent, and drying it.
