<P>PROBLEM TO BE SOLVED: To provide a pressure releasing valve capable of restraining jetting of an electrolyte when opening a valve, even if a gas-liquid separating film and a mist trap are not installed, in the lip seal type pressure releasing valve 11 arranged on a port sealing plate 4 of a pressure vessel such as a condenser or a capacitor and releasing pressure by opening the valve when pressure in the pressure vessel exceeds a predetermined value. <P>SOLUTION: A sub-lip part 23 for restraining jetting of an inside storage material such as the electrolyte to a vessel external part B when opening the valve, is arranged on the vessel internal part A side of a main lip part 21 forming a valve element of the pressure releasing valve 11. This sub-lip part 23 is provided with a communicating passage for communicating a space C between the main lip part 21 and the sub-lip part 23 with a vessel internal part A so that a pressure difference is not caused on the inside and outside of the sub-lip part 23.
