<P>PROBLEM TO BE SOLVED: To provide an endoscopic surgical instrument equipped with an actuator having a turning actuator equipped with an energy storage element. <P>SOLUTION: The endoscopic surgical instrument comprises a flexible tube with a base point part and an apex point part, an end effector connected with the apex point part, the actuator connected with the base point part, and a control member extending in the flexible tube. The control member is connected with the end effector and the actuator.
