<P>PROBLEM TO BE SOLVED: To provide a coating material solution preparation apparatus capable of preparing the coating material solution for coating a rice grain suitable for coating the rice grain in which a concentration of starch and a concentration of a quality enhancing agent are suitable concentrations. <P>SOLUTION: This coating material solution preparation apparatus is provided with a stirring means 100 for stirring the inside of a storage tank 30 for preparing the coating material solution and a heating means 101 for heating the inside of the storage tank 30. The coating material solution for coating the rice grain is prepared by stirring/mixing the starch, the quality enhancing agent and water fed to the storage tank 30 and heating and dissolving the starch and the quality enhancing agent, and is stored in the storage tank 30.
