PROBLEM TO BE SOLVED: To provide a code conversion apparatus wherein a transmitted intensity modulated code is converted into a Manchester code and inputted into an optical limiter amplifier so that waveform deterioration due to a pattern effect is not generated. SOLUTION: A wavelength conversion element is formed by combining four 2×2 wavelength couplers 105, 106, 107 and 110 and two semiconductor optical amplifiers 108 and 109 and has four input ports 101 to 104 and four output ports 111, 112, 117 and 118.
