PROBLEM TO BE SOLVED: To provide a safe manufacturing method free from firing, of a cold storage capsule capable of inexpensively manufacturing the cold storage capsule by maximizing a volume ratio of a enclosed capacity of a cold storage material with respect to a size of the cold storage capsule, and encapsulating the cold storage material having inflammability such as paraffin, by welding or the like. SOLUTION: A cylindrical tube is cut, both end parts of the tube are drawn, then one end is welded to close its opening, a cold storage agent is poured from an opening part of the other end, and then the end part is closed by caulking, and then welded.
