PROBLEM TO BE SOLVED: To provide an image converting device for facilitating mounting to LSI by the reduction of a buffer memory and the fast processing speed in time series in the generation of a JPEG still image from a video moving image signal or that of the video moving image signal from the JPEG still image. SOLUTION: The count value of a pitch control circuit 1 for generating a pixel interpolation position of magnification and that of a line control circuit 2 for controlling input lines are compared with each other. The decision of the interpolation position of magnification and the writing in a memory 24 are controlled with first/second selectors 22, 23 on the basis of the determination of a decoding circuit 5. The writing in the memory 24 is executed by operating two interpolation filters for vertical magnification which are respectively composed of three multipliers, an adder, and a divider 17, by one-time reading-out of first/second/third line memories 7, 8, and 9 constituting a tap of the interpolation filter for vertical magnification.
