PROBLEM TO BE SOLVED: To prevent a fraudulent act of fraudulently slotting a token. SOLUTION: As shown in Fig. (A), a token 44 slotted enters a guide groove 55 from a token inlet 55a. The token 44 in the guide groove 55 vertically falls and presses the inclined portion 53b of a blade 53 by its dead weight. When the inclined portion 53b is pressed, a rotor 50 rotates in the direction of L in the figure, receiving the component force of the pressing force of the token 44 against the inclined portion 53b. As shown in Fig. (B), the token 44 falls down in the vertical direction while contacting the inclined portion 53b and a rotor 50 continues to rotate with the fall. As shown in Fig. (C), when the token 44 approaches a parallel portion 53a on the lower end side of the rotor 50, the component force ceases to act on the rotor 50 and the rotor 50 gradually decelerates.
