<P>PROBLEM TO BE SOLVED: To decide the face of a person regardless of the deviation or deformation of a position. <P>SOLUTION: A similarity vector calculating part 104 calculates similarity based on the featured values of featured dots calculated by a featured dot detecting part 101 and a featured value calculating part 102 from an inputted image and the featured values of a registered image read from a registration part 111 by a reading part 103. A class deciding part 105 substitutes similarity vectors calculated by the similarity vector calculating part 104 in an incorporated support vector machine, and decides whether or not the inputted image is the image of the face of a person (that is, the image of either an intra-personal class or extra-personal class). An output part 108 outputs the decision result of whether or not the inputted image is the image of the face of the person.
