<P>PROBLEM TO BE SOLVED: To provide a steering device of an industrial vehicle capable of effectively mitigating an impact at the turning limit position of a steering wheel, and saving troubles for adjusting a sensor to detect the steering angle. <P>SOLUTION: A control device to control a driving device to turn a steering wheel comprises a maximum steering angle setting means to set the maximum steering angles L, R of the steering wheel, a steering angle determination means to determine whether or not the present steering angle A is present in a range of the predetermined angle B in which the steering angle is reduced from the maximum steering angles L, R as the absolute value, a steering direction determination means to determine whether the steering direction of the steering wheel is decreased or increased as the absolute value, and a drive control means to control the driving device.
