PROBLEM TO BE SOLVED: To provide a power conversion apparatus where maintenance property and reliability of a device itself can be improved. SOLUTION: A vehicle cooling unit is provided with a heat-receiving block 2 to which a semiconductor device 1 is fitted, radiation fins 4 arranged on the side of an anti-semiconductor device-side of the heat-receiving block 2, and a frame 30 which has an opening on a side positioned in an insertion direction to the power conversion apparatus on which the vehicle cooling unit is loaded and is connected to the heat-receiving block 2 so that it covers the semiconductor device 1 and a peripheral circuit of the semiconductor device 1. In the vehicle cooling unit, the opening of the power conversion apparatus where the vehicle cooling unit is loaded is engaged with the opening of the frame 30 through a packing.
