PROBLEM TO BE SOLVED: To provide a surge absorbing element capable of securing stability of a discharge starting voltage and enhancing a response speed and reliability while suppressing a manufacturing cost, and mountable to a printed circuit board with high density. SOLUTION: In this surge absorbing element, a discharge element 4 is formed in a sealed space on the surface of its insulating circuit board 2 through a metallic oxide film 3. In other words, it has a three layer structure of the insulating circuit board, the metallic oxide film, and the discharge element. In addition, two discharge electrodes 41 are disposed on both sides of the earth electrode 42 so as to sandwich it through a prescribed spark gap 5 to form the discharge element.
