PROBLEM TO BE SOLVED: To determine whether a registered image matches with a collated image. SOLUTION: A register template is formed from an inputted registered image by a predetermined method, the matching degree of the register template with the collated image is detected, a displacement amount between the registered image and the collated image is detected from the detection result, a register template used for actually detecting the matching degree of both images is selected based on the detected displacement amount, the selected register template and the collated image are compared and collated, and the matching degree is determined.
