PROBLEM TO BE SOLVED: To provide a guard device which can avoid an infringement of privacy of a person in a photographing area of a monitoring camera and can clearly express that the privacy is not infringed. SOLUTION: When a guard state switching part 105 of the guard device switches its present guard state from a monitoring mode to a monitoring release mode, a trigger signal transmission part 104 transmits a shield signal to a lens shield part 107. The lens shield part 107, on receiving the shield signal, shields the lens of the monitoring camera, thereby precluding photographing by the monitoring camera. Meanwhile, when the guard state switching part 105 of the guard device switches its present guard state from the monitoring release mode to the monitoring mode, the trigger signal transmission part 104 transmits a non-shield signal to the lens shield part 107. The lens shield part 107, on receiving the non-shield signal, releases the shield of the lens of the monitoring camera, thereby permitting photographing by the monitoring camera.
