PROBLEM TO BE SOLVED: To provide a reinforcement binder for identifying the type of a wire to control torsional torque while improving the accuracy of identifying the wire. SOLUTION: The reinforcement binder 1 comprises a wire reel storage part 3 provided with an antenna 7 for a RF tag reader and a photo sensor 8 for detecting the rotational position of the wire reel. The photo sensor detects the mark of the wire reel, and a control part decelerates or stops the wire reel when a RF tag mounted on the side face of the wire reel is opposed to the antenna for the RF tag reader and the RF tag reader executes the action of recognizing the RF tag to identify the type of the wire. When the RF tag is opposed to the antenna 7 for the RF tag, the wire reel is decelerated or stopped and then transmission or reception is performed, resulting in stable communication.
