<P>PROBLEM TO BE SOLVED: To provide a means for easily realizing a device for sending contract information and program information day by day without affecting a sending signal in a digital broadcast re-transmission facility based on a monthly contract. <P>SOLUTION: In addition to monthly viewing contract information data, a PPD program type is added as daily viewing contract information to monthly viewing contract data and transmitted to a viewing control device 9. In a viewing contract input identification section 14, a monthly contract and a daily contract are identified and in the case of a daily contract, a viewing contract is transmitted as daily contract information to an EMM generation device 10.
