<P>PROBLEM TO BE SOLVED: To provide a portable information terminal, and an electronic settlement system capable of promoting proper usage, and capable of improving security. <P>SOLUTION: A user precedently registers positional information or a store name of a store allowing electronic settlement, and a usage limit amount per each store in a store information storing part 120. When carrying out settlement, a present position of the portable information terminal 1 is acquired by a positional information acquiring part 130. A payment propriety determining part 160 determines whether the present position matches with the precedently registered position of the store, and it determines whether the settlement is within a range not exceeding the usage limit amount of the store.
