PROBLEM TO BE SOLVED: To constitute a communication management system which performs the acquisition and dealings of information contents and functions.

SOLUTION: A terminal device 2 transmits its own equipment information and an information content acquisition request to a contents distribution device 3. Based on the information content in the acquisition request and the equipment information, the contents distribution device 3 designates a distribution request for a program, which concretizes the information content in the terminal device 2, and transmits the program to a program distribution device 4 and further transmits the equipment information to an inspection device 5. The program distribution device 4 transmits the program in the distribution request to the inspection device 5. The inspection device 5 inspects a concretization state of the information content in the terminal device 2 based on the program and the equipment information and transmits the result of the inspection to the program distribution device 4 and the contents distribution device 3. The program distribution device 4 transmits the result of the inspection to the terminal device 2, and the contents distribution device 3 transmits the information contents to the terminal device 2, only when the result of the inspection is favorable.
